Someone sets fire to Babylon with Justin inside

Hey, I'm looking for a fic in which someone (I think Craig) sets fire to Babylon. I believe he thinks it's empty because it's the middle of the night but Justin happens to be inside. Luckily someone is walking by and sees the fire and calls 911. It's all I remember.

There's a Babylon fire and Michael walks by and calls 911 if I remember correctly.

Just to confirm for you, it is England13. The story is "Choices."
