Brian's friend has child with cerebral palsy

I think I've asked about this before, with no luck, but I remembered some other details. Brian has a friend from childhood who moved away and married. He has one son who has cerebral palsy, I believe, and is in a wheelchair. He loves Brian and wants to dress like him, in a tie and suit, and communicates through a picture catalog. I remember Justin spends time with the child and the boy is a little jealous of Brian/Justin relationship.

Anyone have any ideas? Help! I've searched everything I can think of to find this with no luck and it's driving me insane!!!!
