Vic at the fundraiser for Senator Baxter

This is driving me crazy, mostly because I should know the answer, but who is Vic dressed as at Michael and David's fundraiser for Senator Baxter? I need it for one of the fics I'm working on.

He wrote "The Naked Civil Servant" and John Hurt played him

Wow! I never thought to look for a tag on Senator Baxter. I will have to keep that one in mind.
