Looking for a fic where Brian and Justin make a bet over who can get the most tricks. They count the tricks by writing the numbers on the tricks' hands. But Justin "cheats" to let Brian win.
Because he lost the bet, Justin must be be submissive to Brian. Brian then collars Justin in front of everyone at Babylon.
