I don't know if we're thinking about the same 'incident', but in one of the recent posts that I have in mind, the author asked not to email her fics, because they were f-locked, so people started passing them under the table. I don't think I've ever seen any author prohibiting anyone from linking to them... But yeah, it's their call.
