Don't go by the driver's license -- at one of the Toronto conventions the writers said that they were created by the prop department and they just put info on them (there's one for Michael, too). Note the Ross Street address -- that was the original address on Brian's loft that was later changed (see 101 when they are leaving the loft).
Episode 114 they say clear that it's "December" (2000). Michael's birthday was before that (in 111), so November, and Molly's was right before that (in 110) -- party decorations Halloween theme, so the end of October 2000 when she turns 8.
Season 1 is the only year when any timeline actually makes sense, so that's what I go by.
