This is Brian Kinney. He probably owns one, just for the rare work function he would need one for. After all, Brian Kinney wouldn't wear a rental, and he would want it to be tailored to fit him properly (ignoring that on the show the suits they put on Gale often didn't fit him quite properly). :)
