I noticed that several weeks ago and asked the same question at my LJ and IJ, but nobody seemed to know. Hopefully someone can answer this, I used the site often for my icons.

I think that the site owners weren't maintaining the site anymore. I know that they've moved on but I didn't hear anything about it officially.

I don't know what's happened to KWAF site too...but Sam is alright, her site is beautiful and more complete than KWAF, I've used more her site than others to do my graphics, check it and enjoy, Hun;)
